JOB /OFFER DESCRIPTION 

The post-doctoral fellow will join the research team of the A*Midex ADSIMPLI project headed by Pr. Emil Turc at the University of Aix-Marseille. 

Funded by the Amidex Foundation and EM Normandie, this interdisciplinary research project aims to investigate, compare, and prolong the practices of administrative simplification induced by the health crisis (2020-2021) and by the recent programs and directives of the French government and the EU (Le Clainche 2024; Chevallier 2016; Kovac 2021; Favreau et Bastiège 2025). 

It analyses their implementation by, and consequences for, public authorities, employees and public service users, whether they are stemming from the organizational (operations and work modes), legal (transitional law, relaxations and exception procedures) or technological aspects (digital communication and collaboration channels), and inquiries into their potential for public organizations and public service transformations (Turc 2020).

The project will produce much needed empirical research in crisis-induced, endogenous, and reform-induced administrative simplification, while exploring their interconnections and knowledge capitalized and prolonged between these critical policy cycles. It builds on existing research in public management and administrative sciences, public law, and information systems research in order to identify promising simplification practices and further promote them in local, national or international public affairs.

Presentation of the academic environment

The successful candidate will be a member of the laboratory CERGAM (UR 4225), a Management Sciences research unit affiliated with the Université Aix-Marseille (AMU) and the Université de Toulon. CERGAM has over 200 members, including almost 80 PhD students, and is organized into five research areas: Entrepreneurship, Information, Internationalization (E2i); Finance, Accounting, Control (FAC); Public Management (PM); Marketing and Management of Services (MMS) and Strategy and Human Resources Management (SHRM). 

The candidate will work with an interdisciplinary ADSIMPLI team of management, law, and computer sciences. 

S/he will be primarily attached to the Work package 2 (“Analyzing the legal grounds and techniques of administrative simplification”) and will be based in Paris.

As a specialist of public business law, s/he will also collaborate frequently with national and international participants and stakeholders of administrative simplification (administrations, NGOs, courts, law firms, public agencies, international organizations). 

Main missions 

The candidate’s missions will be to provide legal analyses of retrospective and current administrative practices and policies related to administration simplification, mainly -but non-exclusively- in the fields of public procurement, EU norms on corporate sustainability, competition and investment law. Based on analyzed shortcomings, s/he will outline provisional legal solutions.

Furthermore, under the supervision of a law and management research, the candidate will support the interdisciplinary work groups during reviews, case work and experimentations, collect data in settings involving legal and administrative experts, participate to the organization of internal, professional, and scientific meetings and events, draft and present project deliverables for Amidex, the research community, and the diffusion of scientific culture. 

Activities

  • Conduct scientific and professional literature reviews 
  • Maintain and share a scientific and legal watch. Analysis of the relevant legal texts
  • Participate in organizing and conducting interviews with experts or stakeholders, organizing focus groups, collecting and systematizing data, processing and analyzing results, and promoting them
  • Provide scientific and legal support and collaboration to ADSIMPLI interdisciplinary groups.
  • Drafting of deliverables
  • Writing and submitting articles in French and English to academic journals recognized for their scientific excellence
  • Presentation of papers at national and international conferences
  • Participate in the scientific mediation and promotion of the research project: activity report, drafting of summary sheets on simplification practices, production and publication of articles summarizing research results from a legal standpoint
  • Organize, lead, and participate in meetings and workshops

Professional environment

The candidate will be primarily based in Paris.

This location is considered optimal for the project’s needs of reactivity in data collection and accessing national and international institutions throughout the project. Office space will be provided by ADSIMPLI partner, EM Normandie, in its Paris Campus (30 rue Henri Barbusse 92110 Clichy):

  • The candidate will be able to access confidential data available in the locations of professional stakeholders: law firms, courts, international organizations, etc.
  • focus groups, interviews and meetings with professional partners will be organized in Paris, allowing for confidential data to be handled face-to-face and with a high level of responsiveness on the part of the researcher
  • hosting the post-doc at EM Normandie Paris Campus (30 rue Henri Barbusse 92110 Clichy) will reduce costs and enable close collaboration with ADSIMPLI interdisciplinary researcher and WP2 coordinator, Pr. Florian Favreau (PhD in Management, PhD in Law), and specialists of European Law (Pr. Philippe Corruble).

The candidate will attend regular research events at CERGAM – Centre d’Etudes et de Recherches en Gestion d’Aix-Marseille, MEGA (Maison de l'Economie et de la Gestion d'Aix), éco-campus PAULIANE, 424 Chemin du VIaduc, 13080 Aix-en-Provence.

WHAT WE OFFER: 

Gross monthly salary: between 2616,35€ and 3062,56€ for a full-time position, depending on seniority

The candidate will benefit from conditions provided by both CERGAM- Aix-Marseille Université and EM Normandie.

CERGAM Lab provides a pleasant and dynamic research environment in management science. A wide variety of research seminars and workshops are organized, offering lecturers and researchers the opportunity to present their work and receive constructive feedback. The laboratory organizes several international conferences, methodological seminars, writing workshops and internal and external research seminars each year. Seminars are specifically dedicated to supporting the careers of young researchers. 

In the EM Paris location, s/he will benefit from dedicated office space, necessary equipment for research, access to digital resources, travel budget. S/he will collaborate closely with European law, French public law, and interdisciplinary experts.

Profile required 

  • PhD in French public business law (Section CNU 02)
  • Aptitude for research through publications in recognized scientific journals, particularly in management sciences 
  • Fluency in spoken and written French and English

Skills required

Knowledge

  • The candidate will specialize in public business law.
  • Knowledge of administrative law, public procurement law and digital law will be particularly valued.

Operational skills

  • Ability to analyze and synthesize literature
